Summary

0052636: Gift certificates is missing user action

DescriptionThe Gift certificates functionality is missing user action, so it is not possible to disable the "Create gift certificate " button.

We need to define in the back office the user action that already exists in the code ("GCNV_CreateGiftCardCertificate") so that we can enable or disable the permission in the role for users.

In case the user doesn't have permission to execute it the button should be disabled.
Steps To Reproduce- Open gift cards popup
- Verify that "Create gift certificate" button is enabled, and check that there is no user action that would allow to disable it.
