0007723: Blue informations label disappear too quickly to read them

DescriptionIn case I have a blue information labeled triggered by a value (for example, a customer over credit limit) and the field is the last to fill in the form, then when saving the blue banner will be displayed only for a short time period after disappear, overwritten by the "1 row/s inserted" green message. See steps.
Steps To Reproduce1. Choose a window with some information banner. For example, Financial Management > Accounting > Setup > Fiscal Calendar > Year
2. Look at Fiscal Calendar field. It is the only mandatory field in the window. And accept two different types of values. Numeric and non-numeric. When entering a non-numeric value, a blue banner will be displayed.
3. Create a new record, enter "asd" on Fiscal Year and click on Save
4. Since field's focus blur happens by clicking on Save button, the blue banner will be shown only a short period of time, until the green informing the success saving appears.
Proposed SolutionMessages should keep displayed long enough to allow reading them. See attached image of how this defect can be resolved.
