0005964: If an element value is deactivated, it is still shown in Combo boxes

DescriptionIf an element value is deactivated, it is still shown in Combo boxes. So that means, this element value is taking into account in reports.
Steps To Reproduce1. Go to Financial Management > Accounting > Setup > Account Tree > Element value.
2. Deactive one Element value (subaccount)
3. Go to Financial Management > Accounting > Analysis tools > Balance sheet.
4. Select in "Account level", subaccount. The deactivate element value appears.

 I was not able to reproduce this bug in current 2.3x branch.

1) In 'Financial Management || Accounting || Setup || Account Tree || Element >> Element Value' I deactivated:
* 10010 - Capital privilegiado
* 10020 - Capital sin derecho a voto
2) Went to 'Financial Management || Accounting || Analysis Tools || Balance Sheet' and these values were not displayed in 'From Account' nor in 'To Account' combo-boxes (see attach).
