0008599: 2.3x and 2.40 branches should delete SampleClient on Initial Client Setup testcase

DescriptionWhen running a_01_Initial client Setup test case on a daily basis, I've got a Duplicate client name. That is because yesterday created SampleClient is still there.
Proposed SolutionBefore creating SampleClient, verify it does exist, and delete it if necessary.
