0007070: Issue in the Synchronize Terminology during module creation

DescriptionI have got the error "Cannot insert/delete objects in a module not in development" in step “Run the Synchronize Terminology process”. I have attached screen shot for that. So I have got error when compiling also.

This error should not happen with a stable version of core.
Steps To ReproduceTake into account that this issue will only happen if there is something "un-synchronized" in the core (erase, for instance, the description of a centrally maintained field inside 'Application Dictionary || Windows, Tabs, and Fields || Window >> Tab >> Field')

I have got the error in step “Run the Synchronize Terminology process” at TC01-05. I have attached screen shot for that. So I have got error in TC01-06 – Compile also.
Proposed SolutionWorkaround:
If I select/mark core(top module from Openbravo) as “In Development”, I don't get the error. I am able to continue the rest.
