Quick check reveals:
The accounting process add rows to this table when some document cannot be posted. In r2.40 the contents of the table can be seen in this window: "Financial Management || Accounting || Analysis Tools || Notice". In trunk this menu entry is deactivated (but present). There seems to be no code to clean this table periodically.
