It's impossible to Activate/Edit/Delete OPECOM if an included store is Active=N

Steps To Reproduce

Steps :
1.Create a Store set in stores set window with 6 stores
2.Create an OPECOM
3.Add the store set
4.Deactivate on of the store (for instance Central Mountains Store) in 5.Organization window
6.Log out
7.Log in
8.Come back to the OPECOM
9.Try to remove the deactivated store => impossible as not editable
10.Try to delete the OPECOM => impossible because of an error message
11.Try to activate the OPECOM => KO because of the deactivated store
12.Activate the organization that was inactive in organization window
13.Log out
14.Log in
15.In the OPECOM, try to edit the organization that was deactivated => OK
16.In the OPECOM, try to activate it => OK
17.In the OPECOM, try to delete it => OK

Proposed Solution

The opecom shouldn't be blocked when a store or several stores are deactivated. It should be by-passed to allow others stores to activate the commercial operation
