0056367: Missing a system preference "Gift card certificate payment" set to Y while adding the Gift Cards Module.

Description

If you add the Gift Cards module to an environment, a system preference for the Credit notes and for Gift Card of type product are automatically created to Y, but in the case of Gift Certificate it is not the case and it has to have the same behaviour as the other two payment methods.

Steps To Reproduce

1. Add the Gift Cards Module
2. Check that the "Gift Card payment" and "Web POS credit notes" preferences have an automatic system preference created with the default value of Y. But the preference "Gift card certificate payment" has no automatic preference created with the module with default value to Y.

Proposed Solution

Create an automatic System preference when the Gift Cards and Vouchers module is installed with the default value to Y for the preference "Gift card certificate payment"
