0005538: When using the Admin user created by Initial Client Setup the default role is Org access level

Description

I create a client using the Initial Client Setup. The process creates two users, SampleClientAdmin and SampleClientUser, and two roles, "SampleClient Admin" and "SampleClient User".
Then, if I login with SampleClientUser user, I have by default the role "SampleClient User", but if I login with SampleClientAdmin, it has "SampleClient Admin" and "SampleClient User" roles, but it has by default "SampleClient User" too.

Steps To Reproduce

    * Login as Openbravo/openbravo
    * Click on icon "user info" and select the role "System Administrator"
    * Go General Setup -> Client-> Initial client setup
    * Fill the data and chart of accounts:
          # Client: SampleClient
          # Organization: Pamplona
          # Currency: Euro
          # Client Username: SampleClientAdmin (password will be the same as username)
          # Organization Username: SampleClientUser (password will be the same as username)
          # Country: Spain
          # Region: Navarra
          # City: Pamplona
          # Checked options: Business Partner, Product and Project
          # Accounting file: AccountsESOpenbravo_v2.35v2.zip
    * Click OK
Then, login using the two created users SampleClientAdmin and SampleClientUser

Proposed Solution

There are two solutions:
Is the "SampleClient User" role required for SampleClientAdmin? If only "SampleClient Admin" role is assigned to SampleClientAdmin, then the user could assign the other role by herself.

If both roles are required to be on creation, then the SampleClientAdmin should have "SampleClient Admin" by default.
