0049570: Select a proposal with TAB key not working correctly on all Capency fields

DescriptionWhen navigating through the proposal dialog from the DQM while using the keyboard, if the user clicks on the tab key, the option is not properly selected.

Fixed ISSUE-49570: Added Tab event in Suggestion list
* Tab event should work as like as Enter event in suggestion list
* Added return to prevent save process when suggestion list is selected
