0048976: Improve error when accessing to the Swagger Doc with a non authorized role

DescriptionThe error shown when it is not possible to access the swagger doc with a user because its default role has no permission should be improved. The error currently being shown is not clear. See attached image.
Steps To Reproduce1) Configure a role with "Restrict backend access" field set as true
2) Set the role configured in step 1) as the default role for a user
3) Try to access to the swagger doc page: <environment_url>/api with the user configured in step 2). An error is displayed, this is correct because the user should no have access, but the error message should be improved to inform about the reason which makes not possible to access.
