0045276: Copy store with File: Users & User roles tab should not be mandatory

Description

Decathlon doesn't manage the creation of users using Copy Store process : they use a custom flow for creation / update of users and role assignation.

So User & User roles tab should not be mandatory when using Copy Store with an Excel file.

Steps To Reproduce

1. Do copy store with Excel file
2. Users & User roles sheets are mandatory

Proposed Solution

You should be allowed to upload the Excel file without Users and User roles.
