0042717: [20Q1] [NewSkin] Line description may get hidden using non conventional resolutions

DescriptionUsing smaller screen resolutions the layout can get tricky. In particular, we've tested 500x650 and the new skin cuts the description with no possibility of reading the text in the bottom part of the text area.
Same in 19Q4 shows a scrollbar. See attached screenshots with the comparison.
Steps To Reproduce1. Add an Avalanche transceiver to a ticket and see the line description. Compare the same screen with 19Q4.
