0041654: Field group is shown twice if there is a field with a different field group and a sequence number within two fields of the group

DescriptionField group is shown twice if there is a field with a different field group and a sequence number within two fields of the group
Steps To ReproduceAs System Admin Mode:
   Create a template
   Set it as In Development
   Go to Windows, Tabs, and Fields and select 'Organization' window and tab
   Set Inherited Information Field Group to Name field (Sequence Number: 20)
   Set a different Field Group to IsActive field (Sequence Number: 40)
   Check Inherited Information section is assigned to other fields (Sequence Number: 116, 126...

As group admin role:
   Open Organization window and open a record in Form view
   Check the Inherited Information section is shown twice

 Working as expected: field groups should not be used for ordering fields.
