Attribute Set definition can be modified if the product has stock and it should not

Steps To Reproduce

As group admin role:
   Create two attributes: color and height
   Set them as List
   Do not set them as Instance Attribute
   Add the following values:
      Color: Red, Blue
      Height: S, M

   Create a product
   Assign the previously created attribute set
   Create a goods receipt
   Add previously created product
   Set Red color and S height as Attribute Set Value
   Add a movement quantity and complete it

   Go to Attribute Set window and remove Color attribute from the Assigned Attribute tab
   Add it again (check the new sequence number is higher than the sequence number of the Height attribute)

   Create a goods receipt
   Add previously created product
   Set Red color and S height as Attribute Set Value
   Add a movement quantity and complete it

   Launch the stock report and check the stock is considered different as the order of the attributes is different

   Create a new attribute: width
   Set it as List
   Do not set it as Instance Attribute
   Add the following values: S, M

   Go to previously created Attribute Set
   Change Height attribute with Width attribute

   Create a goods receipt
   Add previously created product
   Set Red color and S width as Attribute Set Value
   Add a movement quantity and complete it

   Launch the stock report and check the stock is considered same as the one with the height
