0038764: Cash Management events do not save the right rate field

Description

The class ProcessCashMgmt.java stores payment cashup events with the rate calculated with 2 decimals. This is not correct, instead of calculating the rate in order to avoid rounding precisions it must take the rate from the payment method cashup record.
