0038170: 'Verified Returns' menu entry should be visible only if there's at least one refundable payment method

DescriptionThe 'Verified Returns' and 'Return this Receipt' menu entries should be visible only if there's at least one refundable payment method
Steps To ReproduceConfigure all payment methods in a terminal with the 'Refundable' property to 'N'.
Load the Web POS and open the menu. The menu entries are visible, and the shouldn't.

Related to issue 38170: Changes in the Return menu entry visibility

Now the menu entry is also shown when the terminal doesn't have refundable payment methods but it allows to pay on creadit.
