0036761: [SERQA 3221/3227] Cancel and replace shown in same wrong cases

Description

The menu option cancel and replace is shown in same cases when the preference Web POS action Cancel and Replace=N.

Steps To Reproduce

In backend:
-set preference Web POS action Cancel and Replace=N for the client The White Valley Group
-check that the preference Cancel and Replace Layaways without Payments and Deliveries = Y
In webPOS:
-Create a layaway.
-Confirm the layaway without payments.
-Open the layaway and display the menu.
ERROR: check that the option 'Cancel and Replace' is available although the preference Web POS action Cancel and Replace=N. It is needed to review the priority of the preferences related with cancel and replace.

Proposed Solution

Review the priority of the preferences related with cancel and replace. Web POS action Cancel and Replace higher priority that the rest of preferences.
