Fixed bug 31644: Manual Cash VAT Settlement support

The Cash VAT management lines created from a Manual Cash VAT Settlement are taken into account.

Fixed NPE when accessing null payment from the Cash VAT management records comming from a Manual Cash VAT Settlement
