0029886: Hook to include before removing a payment

Description

There is already a hook that is invoked before adding a payment: "OBPOS_preAddPayment". It is needed a similar hook before removing a payment: "OBPOS_preRemovePayment".

This hook is needed to implement discounts based on payment method.
