0029754: Concurrent execution of the method generateStaticResources locks the system

DescriptionON same cases the system is locked and analyzing a thread dump we can see that there are many execution of the following method

org.openbravo.mobile.core.MobileStaticResourceComponent.generateStaticResources

 Decreased Severity and Priority because it only happens (as far as we know now) if there is a module in development in the instance.

Fixed issue 29754. In development mode, the sourceVersion will not be computed as it is not needed.
