0002908: QA-SER I can attach files to read only records

DescriptionSummary:
On every read only record, I can select the button clip and attach a file. Since adding a file to a record is a modification, I should can not do it on read only records.

Update: On a read only record, I should can to download an attachment, but not add a new one, and not also edit or delete an existent one.
