0026918: Cash VAT error when creating orders automatically

DescriptionCash VAT error when creating orders automatically
Steps To ReproduceAs group admin role:
   Set an Organization as Cash VAT and Double Cash Criteria
   Create a Requisition for a child of that Organization and complete it
   Go to Manage Requisition window and click the Create Purchase Order button
   The following error message is shown:
      "Any of the tax rates in the document doesn't match the Cash VAT configured at the header"

Fixed bug 26717 Fixed bug 26918: Cash VAT error when creating orders automatically

Set Order Header Cash VAT flag automatically based on the order line tax definition through the C_ORDERLINE_TRG trigger (as we do for invoices).
This way we force any process that creates Orders to properly set the C_Order.IsCashVAT
