0026537: Message "approvals required" does not work in offline mode and without supervisors

Descriptionthe message: "User does not have privileges to approve this action. The receipt has return lines that need management approval" is not displayed in offline mode
Steps To Reproduce. in online mode
. login in WEB POS using a manual role
. create a receipt with a negative line
. click in total button
. message is displayed:
"User does not have privileges to approve this action. The receipt has return lines that need management approval"

. go offline.
. login in WEB POS using a manual role
. create a receipt with a negative line
. click in total button
nothing occurs. message is not displayed.
