0025974: Suggested Material Requisition with zero quantity should not become Work Requirement

DescriptionAfter running Manufacturing Plan after some conditions, "Suggested Material Requisition" line with qty=0 is created. Then when running "Generate Requisitions" process, Requisition document for zero is created. Suggested Material Requisition lines of zero should not become real Material Requisition
