DescriptionWhen focus is moved out from empty notes section warn icon informing the field is mandatory is shown.

Expand notes section
Focus on notes text area
Move the focus to any other field -> icon is shown

fixed bug 25896: blur in empty notes shows warn icon

  'required' validator is not necessary for notes as the save button is disabled
