0025752: Unique index in OBRETCO_CMEVENTS shouldn't be unique just for the name column

Description

This index doesn't allow any user to define more than one cash management event with the same name, even for different client and organization. This is wrong.

Steps To Reproduce

- Try to define two cash management events with the same name for different clients or organizations.
