0025606: [RMP31] When credit limit is set as zero, still system wrongly allows the user to pay the receipt using credit option

Description

When credit limit is set as zero, still system wrongly allows the user to pay the receipt using credit option when the customer balance is in negative amount

Steps To Reproduce

1) Navigate to Back end and make sure for a BP in customer tab

Credit Line limit: 0.00
Customer Balance: -63.40 (any amount with negative value) in my case i have used BP 'Arturo Montoro' for whom the credit limit is 0.00 and customer balance is -63.40

2) From webpos, create a receipt for which total amount less than 63.40.

3) Then try to pay the receipt using Credit option by clicking "Use Credit" option

Defect: System wrongly allows the user to pay the receipt using credit option for a customer whose Credit limit is set as zero.
