0024500: The Balance Sheet report will never show 'Provisional' in the title

DescriptionThe Balance Sheet report will never show 'Provisional' in the title, when you launch the report for a fiscal year when at least one of the previous has not been closed yet.
Steps To ReproduceAs group admin role,
Go to End Year Close window,
   Open 2012 year for US Calendar
Realise that 2011 is closed and 2012/2013 are opened.

Go to Balance Sheet and P&L structure window,
 Launch the report:
     General Ledger: F&B International Group US/A/US DOllar
     Accounting Report: Balance Sheet
     Organization: F&B International Group
     Account Level: Subaccount
     Year: 2013 (US Calendar)
     Reference Year: 2013

Realise that in the title does not appear the word '(Provisional)' and it should.
