0022776: Tax Exempt field of Tax Rate window is not displayed

DescriptionTax Exempt field of Tax Rate window is not displayed and it is used, for example, in:
- C_GETTAX database function
- SalesTaxExemptRate validation
Steps To ReproduceAs system admin role:
   Display the Tax Exempt field of the Tax Rate - Tax tab
As group admin role:
   Configure the Healthy Food Supermarket Customer as Tax Exempt
   Create a Sales Order for it
   Add a line and notice that the included tax is not exempt
   Configure the Sales Exempt tax rate as Tax Exempt
   Add a line to the previous created order an notice that now the included tax is exempt
