0021557: When you validate the Costing Rule the application does not set the preference

DescriptionWhen you validate the Costing Rule the application does not set the preference.

Yf you delete it and create a new costing rule, you are not able to post a good shipment/receipt
Steps To ReproduceAs admin realize that when you validate the Costing Rule the application does not set the preference.

 Test Plan:

In an MP13 or above instance.

As System Admin.
Delete all existing clients.
Create a new Client.
Delete Preference Cost_Eng_Ins_Migrated.

Enter as new Client Admin
Create a new Organization. Type legal without accounting.
Go to Organization Window and set it as ready.
Create a Costing Rule and Validate it.
Check that the Preference has been created again.

Fixes issue 21557: When an Instance does not need to migrate to the
new Costing Engine, but the Preference has not been created, create
it.
