0021539: Form layout is sometimes wrong if there are fields with colspan = 2

DescriptionThere is an error in OBViewFieldHandler that results in a wrong layout of the forms when the view has fields with colspan = 2 (see attached image, the hardware URL field should start in the column 1, but it is actually starting in the column 2).
Steps To Reproduce- Open the POS Terminal window
- Check its definition in the Windows, Tabs and Fields window, its hardware URL should start in the first column but it is starting in the second.

Fixes issue 21539: Form layout fixed when there are fields with colspan = 2

There was an error in the part of OBViewFieldHandler where the layout of the fields was set, because it was not taken into account the startInNewLine property of the fields.
