0021455: Regression: Allow keyboard ENTER for dialog buttons

Description

After the code refactor, this is not working.

Before the refactor, all modal dialogs have focused the first focusable item.

Now, the only dialog that show the focus when is loaded, is the Logout dialog. Although it shows the focus, ENTER key doesn't perform the action.

Steps To Reproduce

Open any modal popup. The only one that have the focus when is loaded is the Logout dialog. Even this one with the focus, ENTER/SPACE key doesn't work
