0021042: allow several records with the same accounting schema, but only one active

Description

a new restriction has been created in mp12 version:
it is not possible to have several records with the same accounting schema in the tables "c_bp_customer_acct" and "c_bp_vendor_acct".

The restriction should be: is not possible to have several records "actives" with the same accounting schema

Steps To Reproduce

. window business partner:
  . tab: customer
    . tab: accounting
     . create a record with the accounting schema "A"
     . create a record with the accounting schema "B" and active=N

error is returned

(0050675) mirurita (developer) 2012-07-17 17:26	It is not allowed to have more than one entry in Business Partner Category -> Accounting tab for the same accounting schema. Deactivated entries are also considered. Until 3.0MP11 it was allowed although it was wrong since the behaviour was unpredictable: any of the duplicated accounts could be used for the accounting of that business partner category. Active flag is hidden by default. The system is preventing to deactivate an accounting schema.
