0019298: Bad performance of DateTime format fields

DescriptionWhen you try to insert any data to a DateTime format field, it does not apply any mask and it does not show calendar-time view when you click the icon.
Steps To ReproduceAs System administrator role,
Go to Windows, tabs and fields:
    - Select Goods receipt
    - Select Header
    - select Pick Date field --> Displayed :Yes

As Group Admin role,
navigate to Goods receipt window:
   - Create new register
If you try to insert any data in Pick Date field, no mask is applied. If you click to calendar icon,it does not show any information.
Also, If you insert a value directly into Database in this kind of fields, the information shown in grid mode and in form view is different.

Attached proposed fix.

This fix is potentially risky at is modifies the date time references which is used in all windows by audit fields. Because of this moving it to mp9.

Test plan:
 Check this fix with different date time formats in Openbravo.properties ensuring it works both in form and grid views and doesn't break audit fields.
