0019119: The Email Configuration tab in the Client window doesn't work in the System Administrator role

Description

The Email Configuration tab in the Client window doesn't work if the user is logged as System Administrator. The following error is shown:

Error
With your current role and settings, you cannot view this information

Steps To Reproduce

Log as System Administrator
Go to the Client window
Go to the Email Configuration tab
