0019027: Filter capability should be case insensitive, ignore accents and other odd characters depending on the locale

Description

Openbravo seach capability should be configurable to:
-Be case sensitive/insensitive
-Trim blank spaces
-Ignore accents and other odd characters (localization packs should be allowed to deploy "replacement characters")

It should be done while taking care of performance (indexes should be created based on that transformation). This configuration should be optional (if not configured the system will not create any infrastructure)

Proposed Solution

Create a new windows (at system level) where all these configurations are defined, including a tab for replacement of characters that can be filled by localization packs.

Create a process that generates a db function to transform text as per this definition.

Add a process that generates/refreshes db function indexes (based on the previous function) to all text columns (or to some columns defined in the AD, tbd).

Automate the process to generate the function and create/refresh indexes as soon as the informaiton in the configuration window is updated
