0018973: Incorrect Error message displayed creating shipments

DescriptionIncorrect Error message displayed creating shipments
Steps To ReproduceCreate a sales order for a product that is stocked but has no inventory
Book the order.
Go to Create Shipments from Orders
Select this order and hit process button
The following error is issued.
Error:
The organization associated with the Document Type is different or does not depend on the organization associated with the Shipment

Do a Physical Inventory to add inventory for the above product
Return to the Create Shipments from Orders
Select the above order and hit process button
Process completes and goods shipment is generated

The error message issued is misleading since the cause has nothing to do with the Doc Type or Organization.

Fixes issue 18973: Incorrect Error message displayed creating shipments.
The problem was that the flag next_order was not activated and the process tried to post an order that it was imposible because it has not got any line
