0018404: Not possible to activate HB if versions do not match expected format

Description

If, for any reason, the version calculated on build and saved in ad_system_info do not match the expected format, when trying to activate heartbeat the process fails. In this case the instance cannot activate heartbeat.

Steps To Reproduce

-update ad_system_info set ant_version = '1';
-try to activate HB
