0017906: getDocumenType of the FIN_Utility.java is not filtering by Organization

DescriptiongetDocumenType of the FIN_Utility.java is not filtering by Organization, therefore is getting a Document Type of other organization.
Steps To Reproducetry to reproduce the issue number 17803 and you will realize it is not working.
