Multicurrency - It should be possible to define a conversion rate at financial account

Proposed Solution

It should be possible to define a conversion rate at financial account within a data range; that means that a new tab "named" conversion rates must be created.
In case there are no conversion rates defined at Financial account level the system should take the conversion rates defined at System level (current behaviour).
