 fixed and working
If the end-user enters by mistake a TAX ID = FF789098990 for a vendor located in France..the 349 will show tax id
FRFF789098990

We can not delete any value there is in the tax id field, we have implemente this solution by removing for Tax id type 2 NOI, those ones starting for the 2 digit country ISO code.
