0015584: APR: Payment Report: user unfriendly warning message

Description

When running the Payment Report and there are no data, I got the attached warning message, that is not very user friendly.

Also, when I ran the report for another organization, the report just jumped back to the selection part of the report.

If there are no data found, there should be a user friendly comment like 'warning: no data found'
