Note: if between step 3 and 4 you logout and login again it works.

Steps To Reproduce1) Login as System Administrator and go to General Setup || Client || Initial Client Setup || Initial Client Setup an create a new client (see screenshot [Step1] Initial Client Setup.png).
Note: the Client Username and password will be used in the next step.

2) Logout and login again with the user created by the Initial Client Setup.

3) Go to General Setup || Enterprise || Initial organization setup || Initial organization setup and create a new Organization (see [Step2] Initial Organization Setup.png screenshot)

4) Go to General Setup || Enterprise || Enterprise module management || Enterprise module management, make sure the * organization is selected, select any module dataset and click in OK button.
