0013831: default check does not work in tax category

Descriptionto create a new product, the tax category selected by default, is not the tax category selected with default check
Steps To Reproduce. Master Data Management || Product || Product
create new record
The tax category selected is "Exempt", but the tax category selected with check default is "Vat 16"
