0013475: Save error on Business Partner's Withholding configuration tab

Description

It is not possible to save withholding configuration on Business Partner's "Withholding" configuration tab. On save application returns:

Error:
You have not filled in all needed fields

Steps To Reproduce

1- Go to Master Data Management || Business Partner || Business Partner || Withholding
2- Set Business Partner's Withholding configuration

Example:
  Client: Any Client
  Withholding: Any configured
  Organization: *
  Include Tax: unchecked
  Default: checked || unchecked
3- Press Save icon

(0027830) adrianromero (manager) 2010-05-31 12:38	You need to fill in all the required fields in the Witholding tab. If there is no value in the Witholding drop down list, you need also to create records in this entity first.
