0013443: You can deactivate an instance even having commercial modules installed

Description

When you have an instance activate it with some commercials modules installed and then decide to deactivate, this action should not be allowed unless you uninstall these module

The message must be:

"This instance contains active commercial modules and cannot be deactivated. Please uninstall or disable all commercial modules and try again."

Steps To Reproduce

1. Install a community appliance (i.e: MP18)
2. Activate the instance
3. Install any commercial module (i.e: Invoice tax dimensional report)
4. Deactivate the instance
5. You can login with Big bazaar admin role, and you have access to the report

Proposed Solution

Until you don't have any commercial modules uninstalled or disabled you shouldn't allow to deactivate the instance
