0012333: Clean browser's cache message should be translatable

Description
The current alert message when your browser has outdated cached files is hardcoded in English. It should be translatable.

Steps To ReproduceUsing an 2.50MP110 upgrade to 2.50MP11, and access the application, you should get an alert.
