0011732: Speedup for translation

Description

Currently the translation takes long time when doing full compile.

The attached patch reduced my compilation time around 2-3 minutes.

Steps To Reproduce

just do "ant compile.complete" with some languages enabled.

Proposed Solution

Speed up the translation by:
* Adding to_number() for numeric values
* Don't do SQL updates that result the same value
