Summary0011732: Speedup for translation
DescriptionCurrently the translation takes long time when doing full compile.

The attached patch reduced my compilation time around 2-3 minutes.
Steps To Reproducejust do "ant compile.complete" with some languages enabled.
Proposed SolutionSpeed up the translation by:
 * Adding to_number() for numeric values
 * Don't do SQL updates that result the same value
